You are a strategic clinical operations leader with deep expertise in Medicare, value-based care, and care models for complex populations. You know how to translate population health and medical expense opportunities into scalable programs that improve outcomes, particularly for patients with complex medical, behavioral, and social needs. You are passionate about building a healthcare system that makes it easier for seniors to stay well, live independently, and get the care they need when they need it.
You are both a builder and an operator, able to guide teams from strategy through program design, implementation, and performance improvement. About You
Reporting to the Chief Clinical Officer, the Head of Clinical Strategy & Program Operations will help shape Oasis’s clinical and medical expense strategy and translate it into scalable, high-performing programs. You will help determine what Oasis should build, which populations and opportunities to prioritize, and which care-delivery models will produce the greatest impact.
Our clinical programs take three complementary forms: enabling independent primary care practices to deliver excellent care; providing direct-to-patient virtual support through Oasis teams; and partnering with specialized vendors to extend the services available to patients and practices. You will help build a cohesive portfolio across these models, ensuring each program has a clear purpose, operating model, and path to measurable impact.
You will build on our existing clinical programs, taking new ideas from concept through scale and partnering with frontline leaders to ensure they work in practice. You will lead a clinical programs team responsible for designing, implementing, and continuously improving programs in close partnership with Data, Product, Engineering, Market Operations, Patient Engagement and frontline care-delivery leaders.
This role requires a hands-on leader who can move fluidly from strategy to execution. Success will require product-oriented thinking and strong operational judgment - translating clinical needs into effective tools and workflows, driving implementation and performance, and ensuring programs work in practice for patients, providers, and frontline teams.
Key Responsibilities
Clinical and Medical Expense Strategy
- Partner with the CCO to shape Oasis’s population health and total cost of care strategy.
- Work with Finance and Analytics teams to identify the populations and opportunities where Oasis can most meaningfully improve outcomes while reducing avoidable medical expense.
- Help determine which interventions and capabilities Oasis should build, buy, or deliver through partners.
- Apply deep knowledge of Medicare, value-based care, and complex-care models to guide priorities and investment decisions.
Clinical Program Design and Operations
- Lead and develop a team responsible for designing, launching, and improving a cohesive portfolio of scalable clinical programs spanning practice enablement, Oasis-delivered virtual support, and specialized vendor services.
- Guide the development of program operating models, including workflows, staffing structures, roles, technology requirements, implementation plans, and KPIs.
- Partner with Market Operations and Patient Engagement leaders to ensure programs are practical, integrated with frontline operations, and executed consistently.
- Establish clear performance expectations and use clinical, operational, and financial results to guide continuous improvement.
- Determine the right delivery model for each opportunity and ensure programs integrate effectively with independent primary care practices and complement services delivered by health plans and external partners.
Product, Data, and Technology Partnership
- Lead the clinical design team in translating clinical and operational priorities into actionable requirements for Product, Data, Analytics, and Engineering.
- Partner with subject-matter experts to evaluate emerging technologies, automation, AI, and external solutions based on clinical value, operational fit, and measurable impact.
- Guide the development of capabilities such as risk segmentation, patient identification, next-best-action workflows, clinical decision support, and program-performance measurement.
- Build strong cross-functional relationships and communicate strategies, decisions, and results clearly to executive leadership and other stakeholders.

About You
- 10+ years of experience in value-based care delivery, clinical operations, care-model development, healthcare strategy, or related roles.
- Demonstrated track record of building new healthcare programs, products, or capabilities from the ground up - from identifying the opportunity and designing the solution through implementation, measurement, and impact at scale.
- Deep understanding of clinical and operational levers that improve quality, medical expense, and patient outcomes in value based care.
- Exceptional analytical and problem-solving skills, with the ability to translate complex clinical and operational problems into clear solutions and measurable outcomes.
- Experience partnering closely with Product, Analytics, and Technology teams to build data-, AI-, and technology-enabled healthcare solutions, with the judgment to distinguish compelling use cases from technology for technology's sake.
- Experience leading multidisciplinary teams and working across clinical and non-clinical functions to deliver shared outcomes.
- Undergraduate degree required; advanced clinical, business, public health, or related degree preferred.
The salary range listed reflects the full compensation range for this role level at Oasis and is designed to support growth over time. Actual offers may vary based on a candidate’s skills, experience, and alignment with the scope of the role. Offers near the top of the range are uncommon and generally reflect exceptionally deep, directly relevant experience.
