Help Shape How a Federal Workforce Adopts Data and AI

Rackner is seeking a Senior Training & Communications Specialist to help build and scale workforce learning, communications, and adoption programs supporting a federal data and AI modernization effort.

In this role, you will work with Government stakeholders to develop data and AI literacy frameworks, competency-based learning pathways, and longer-term workforce development roadmaps. You will help employees build practical confidence with data governance, analytics, data quality, responsible data use, and emerging AI capabilities while creating the communications and engagement strategies that help those changes take hold.

This is a strong fit for someone who works at the intersection of learning strategy, instructional design, workforce development, and change adoption and wants to apply that expertise to a mission-focused modernization program.

What You’ll Do

  • Develop and refine role-based data and AI literacy frameworks, competency progressions, and learning roadmaps
  • Lead the design and sequencing of learning across areas such as data governance, data quality, dashboard interpretation, data stewardship, data privacy, responsible data handling, and introductory AI literacy
  • Assess workforce readiness and learning needs using structured assessment methods
  • Design assessments that measure learning effectiveness, competency development, and program impact
  • Develop communications and stakeholder-engagement strategies that support adoption of data modernization, analytics, and AI initiatives
  • Partner with Government stakeholders to align learning approaches with workforce needs and field-delivery models
  • Apply adult-learning and instructional-design principles to programs designed for professional, primarily nontechnical audiences
  • Ensure training materials meet Section 508 accessibility requirements
  • Establish quality standards and provide oversight for training and communications products developed by other contributors
  • Use learner feedback, assessment results, and adoption signals to continuously improve training and communications approaches

What We’re Looking For

Demonstrated experience designing learning or workforce-development programs for adult professional audiences, with strong grounding in adult learning theory, instructional design, and competency-based education.

You should also bring experience with learning strategy, competency frameworks, workforce readiness, instructional assessment, or comparable program-level learning work; the ability to translate technical or evolving subject matter into practical learning for nontechnical audiences; and experience partnering with stakeholders to support organizational or technology adoption.

Because this work supports a federal customer, an active Secret clearance is required.

Preferred Background

Experience with data literacy, AI literacy, analytics adoption, data governance education, or digital transformation is especially relevant. Federal, DoD, government, or education-sector delivery experience is also valuable, as is hands-on familiarity with Section 508 accessibility requirements.

Education, learning, or change-management certifications may be helpful but are not a substitute for demonstrated program ownership and learning-design capability.
