Data Networks, Inc (DNC), a subsidiary of ASRC Federal Holding Company, is currently recruiting for a remote Interagency Agreement Specialist to support a federal government client located in Silver Spring, MD. Work hours are aligned to the Eastern Time Zone.
Key Role:
The successful candidate will provide support to a government team at the National Oceanic and Atmospheric Administration (NOAA)/National Ocean Service (NOS) client. The candidate will assist in creating and maintaining the spreadsheets, tools, forms, templates, and instructions to support NOS’s interagency agreement process. The selected candidate will collaborate with various Financial Management Centers (FMCs) to ensure that the agreement processes are understood and implemented correctly. Integral to the role is the ability to review documents for compliance, forecast potential clearance issues, and to plan and take corrective actions. The candidate will track NOS interagency agreements as they move through planning, funding, and execution, among other duties as assigned.
This is a remote position. The duties for this role include, but are not limited to:

  • Oversee a portfolio of NOS Financial Management Centers (FMCs) as they plan and implement interagency agreements throughout the fiscal year.
  • Create and maintain Google Sheets to plan and track progress
  • Coordinate with FMCs to create annual agreement planning trackers that forecast agreement needs for the next fiscal year.
  • Monitor the status of planned agreements as they move through clearance.
  • Anticipate questions from with legal counsel to speed clearance
  • Coordinate with NOAA HQ to troubleshoot agreement funding issues
  • Use tools such as Google Sheets and SmartSheets to improve the efficiency of agreement managemen
  • Hold monthly check-ins with a portfolio of FMCs to review planned agreements and troubleshoot issues.
  • Create SOPs and checklists for common agreement processes.
  • Update the NOS Agreement Handbook to comply with new policies or processes.
  • Provide agendas and regular status updates at division level meetings.
  • Provide coordination on agreement plans and agreement execution across multiple budget office divisions

Qualifications:

  • Bachelor’s Degree plus 5 years' experience. A Master’s Degree may be used as a substitute for 2 years of experience. A PhD may be used as a substitute for 4 years of experience.
  • Strong interpersonal skills, including customer service skills, to properly manage customer expectations and respond to customer requests
  • Ability to transform data and findings into concise, user-friendly spreadsheets and presentations.
  • Excellent oral presentation skills with the ability to brief findings and materials to management.
  • Ability to communicate effectively in groups of senior leaders, knowing when to speak up versus deferring to management.
  • Work proactively to anticipate management’s questions and meet their needs before being asked
  • Knowing when to ask for help to be able to meet assigned deadlines

Preferred Experience:

  • Experience with government interagency agreements and terminology is preferred.
  • Passion for the NOAA mission is a plus.
