Position Summary
Dhaka Technologies Limited Company is hiring a Geographic Information Systems Technician II on behalf of a client supporting a statewide public sector system modernization program in Maryland. The role sits at the intersection of geospatial engineering and application development, supporting the geographic data foundation of a large scale system of record that assigns records to districts based on address. The successful candidate will perform systems analysis, design, programming, and implementation for complex GIS applications, and will own the logical and physical design of the geo databases those applications depend on. This is a long term, remote engagement with a multi year contract horizon.
Key Responsibilities
- Perform systems analysis, design, programming, documentation, and implementation of complex GIS applications.
- Develop logical and physical geo database designs, implement geo databases, establish recovery plans, and monitor geo database performance.
- Write programs and develop user interfaces, menus, and macro level commands to meet user requirements, and perform spatial analyses and produce reports to customer specifications.
- Manage geospatial data supporting address assignment and district boundary maintenance, including street centerlines, address ranges, precincts, and census blocks.
- Import, convert, and reconcile GIS data received from multiple external sources, and map imported spatial files to the street file used by the production system.
- Perform geocoding of address records and resolve unmatched or ambiguous addresses to maintain assignment accuracy.
- Create, adjust, correct, convert, and distribute base maps and thematic data, and digitize and maintain spatial databases of Maryland information.
- Document procedures, validate data for accuracy and completeness, complete approved metadata forms, and produce maps of the resulting information.
- Evaluate data received from outside sources to determine its quality and fitness for production use.
- Provide geographic location coordinates, calculate distances and areas of features, and interpret legal descriptions and certify changes in boundary lines.
- Act as an internal consultant to business users during their use, development, and quality assessment of spatial databases.
Required Qualifications
- Bachelor's degree in Geography, GIS Technology, Cartography, Computer Science, or a related field, including at least nine credit hours in coursework specifically related to GIS operation or management.
- A minimum of three years of professional experience in GIS, cartography, Computer Aided Design and Drafting, or a related field.
- Demonstrated experience designing and implementing enterprise geo databases, including schema design, performance monitoring, and recovery planning.
- Hands on programming experience supporting GIS applications, for example Python, ArcPy, SQL, or JavaScript.
- Working experience with spatial database platforms and spatial extensions, such as SQL Server, Oracle Spatial, or PostGIS.
- Experience with address data, street centerline files, and geocoding workflows, including quality control of match rates and resolution of exceptions.
- Must be authorized to work in the United States. All work must be performed from within the continental United States.
- Must pass a criminal history background check prior to start, renewed annually for the duration of the engagement.
- This is a remote position. Candidates must be available during Eastern Time business hours.
Preferred Qualifications
- Master's degree in Geography, GIS Technology, Cartography, Computer Science, or a related field.
- GIS Professional (GISP) certification.
- Direct experience supporting redistricting or reapportionment, including precinct and district boundary construction and precinct split logic.
- Experience with census geography, TIGER files, and census block level data.
- Experience with spatial ETL tooling, for example FME Desktop or FME Server.
- Experience integrating next generation 911 address point data or other authoritative address layers.
- Prior experience delivering GIS work on a state or local government program.
- Maryland residency of three years or more, which streamlines the background check process.
