THE COMMERCIAL PROJECT CONTROLS & COORDINATION MANAGER

SunStrong Management is seeking a remote Commercial Project Controls & Coordination Manager. SunStrong delivers technical asset management and operations for a renewable portfolio spanning solar, battery energy storage, wind, and EV infrastructure. Project Delivery reports into Commercial Operations by design: the organization that will operate an asset for thirty years controls the standard by which it is accepted at twelve months.
The Manager of Project Controls & Coordination owns the integrity of the information the delivery organization runs on — schedule, cost, change, contract terms — and the operating discipline of the registers that trace every commitment and every open item to closure. The role is the reason a gate decision can be made on evidence rather than on a contractor's summary.
The role deliberately combines two distinct bodies of work: an analytical function that independently baselines, recalculates, and reports variance, and a coordination function that maintains the registers, the document vault, and the meeting and reporting cadence. This is a single role by design at current portfolio scale, with a defined trigger for splitting it. The candidate profile is analytical first — coordination discipline can be taught to an analyst; analytical judgment cannot be taught to a coordinator.COMMERCIAL PROJECT CONTROLS & COORDINATION MANAGER RESPONSIBILITIES
Analytical — Schedule Control

  • Establish and maintain the integrated project schedule baseline; control all baseline changes through a documented change process.
  • Review EPC-submitted schedules for logic integrity — open ends, constraints, negative float, excessive lags, and critical path credibility. A schedule accepted without interrogation is a schedule written for the contractor.
  • Maintain the portfolio milestone and gate forecast; identify projected slip against COD, lender, tax equity, and host commitments early enough that it is a decision rather than an emergency.
  • Perform schedule variance and trend analysis; distinguish recoverable slip from structural slip and state which is which.
  • Verify that three-week lookaheads reconcile to the master schedule rather than describing a parallel reality.

Analytical — Cost Control

  • Own the project cost baseline, commitment tracking, actual cost capture, and cost-to-complete forecasting.
  • Maintain earned value methodology across the portfolio; report SPI, CPI, and forecast at completion with a stated basis.
  • Review EPC payment applications against verified physical progress, milestone achievement, and retainage terms before release.
  • Maintain the retainage and punchlist hold register, including SSM independent cost estimates supporting Category B and C holds.
  • Support capital forecasting and cash flow projection with Finance and Asset Management.

Analytical — Change Control

  • Own the change order log from request through disposition, with schedule and cost impact independently assessed rather than accepted as submitted.
  • Analyze each change against the contracted scope to determine whether it is genuine added scope, a scope gap the EPC should have caught, or a contractor estimating error.
  • Track cumulative change against delegated authority thresholds and flag approaching limits before they are exceeded.
  • Maintain change trend analysis by contractor as a direct input to the EPC performance scorecard.

Analytical — Contract Abstraction

  • Abstract every EPC agreement into the standard term register within fifteen business days of intake — completion definitions, performance guarantees, testing methodology, liquidated damages, retainage, warranty, notice requirements, and change authority.
  • Identify and log Baseline Exposures where the contract as written falls short of the SSM acceptance standard; assign owners and track mitigation.
  • Maintain the warranty register with expiration tracking and claim window alerting. A claim window that closes unnoticed is a direct loss and is treated as one.
  • Maintain the delivery risk register with quantified exposure and mitigation status.

Coordination — Registers and Document Control

  • Own the punchlist register system — structure, field standards, data integrity, aging reporting, and completeness of closure evidence across all projects.
  • Maintain register hygiene: no orphaned IDs, no renumbering, no items closed without a verifier and an evidence reference.
  • Drive aging follow-up across punchlist, RFI, submittal, and nonconformance logs; escalate items breaching aging thresholds rather than reporting them indefinitely.
  • Own the project document vault — filing standard, naming convention, version control, access control.
  • Maintain the equipment register — serial numbers, network addresses, warranty start dates — as construction data lands.

Coordination — Cadence and Reporting Production

  • Produce the monthly owner project review package and the weekly gate and variance reporting.
  • Coordinate the weekly internal delivery standup and the monthly owner project review — agenda, materials, actions, and action closure.
  • Track action items from all delivery forums to closure with named owners and dates.
  • Support lender, tax equity, and host milestone certification with defensible documentation.

Systems and Data Standards

  • Define and enforce data standards — naming conventions, site codes, equipment tags, WBS structure — so that delivery data reconciles to operations data after turnover rather than requiring a manual crosswalk.
  • Build and maintain reporting tooling and dashboards that surface exceptions rather than requiring the reader to hunt for them.
  • Automate recurring coordination tasks. Every hour automated is an hour returned to analysis.
  • Build durable tooling within the constraints of the actual environment, including SharePoint limitations, rather than solutions that depend on software SSM does not have.

MINIMUM REQUIREMENTS

  • Five or more years in project controls, cost engineering, or scheduling within construction, energy, or infrastructure.
  • Demonstrated ownership of schedule baselines and earned value reporting on capital projects.
  • Working command of EPC contract commercial terms and their controls implications — milestone payment, retainage, liquidated damages, and change authority.
  • Advanced Excel; scheduling software proficiency (Primavera P6 or MS Project).
  • Demonstrated ability to report an unfavorable variance accurately to the person whose project it is.
  • Willingness to perform coordination and document control work personally at current scale. This role builds the function before it supervises one.
  • Bachelor's degree in engineering, construction management, finance, or a related field, or equivalent demonstrated experience.

Preferred Qualifications

  • Solar PV or BESS construction controls experience.
  • AACE International certification — PSP, CCP, or EVP.
  • Power BI, SQL, Power Automate, or Python for reporting automation.
  • Experience building durable tooling inside SharePoint-constrained environments.
  • Experience standing up a controls function rather than inheriting one.
