Telecommunications Transition Order Specialist – Telecommunications Service Support Team (TSST)
Work Location – Remote, (DISA treats remote network access as an alternative work site flexibility rather than a contractual guarantee, allowing work at assigned or other designated locations).
Scott Air Force Base, Illinois proximity is preferred.
Security Clearance – U.S. Citizenship Required; Must possess an active or interim Tier 1 (T1) National Agency Check with Inquiries (NACI) eligibility at the time of performance start.
Experience – 4+ Years of progressive IT experience, with targeted expertise in telecommunications provisioning, carrier service ordering, or technical customer support.
Pay Rate – $25.00 - $28.50 per hour (W-2)
Length – 1-year base interval, with up to 4 optional years (November 6, 2026 – November 5, 2031).
Requirement – A signed Letter of Intent (LOI) must be executed before candidate submission to the Government.
Objective Summary
We are seeking multiple enterprise Telecommunications Transition Order Specialists to serve as the primary production engine for the Chameleon Telecommunications Services Support Team (TSST) in support of the DITCO Transition Program Management Office (PMO). This critical role holds direct delivery accountability for preparing, coordinating, and tracking a massive volume of approximately 70,000 total transition actions—encompassing 35,000 service starts and 35,000 service discontinuances. The ideal candidate must possess an extensive professional chronology demonstrating 4+ years of progressive IT experience. This timeline should showcase strong capability across circuit registry entry, Telecommunication Request (TR) preparation, quality control checking, vendor and customer coordination, and carrier order tracking within highly secured federal parameters.
This expert will ensure that requirements are clear, correct, and concise in advance of scheduled migration dates, effectively preventing service delays and managing the entire order lifecycle from initial routing to final carrier disconnect verification.
Mandatory Compliance Metrics
Candidates must satisfy these strict gates to ensure a successful Government onboarding determination:
· Resume must explicitly reflect an Associate or Technical degree alongside 4+ years of progressive IT experience, OR a minimum of 6 years of general IT experience in lieu of a degree.
- Must possess a verified, active or interim Tier 1 (T1/NACI) adjudication visible within DISS at contract start.
- Must be fully available to process orders and attend team syncs between 8:00 a.m. and 4:30 p.m. Central Standard Time (CST), Monday through Friday, with flexibility to adjust shifts during major network cutover windows.
- Must sign a formal Letter of Intent (LOI) authorizing submission of their credentials for this specific DISA/DITCO contract opportunity at the designated target rate.
Principal Responsibilities
· Prepare and process complex telecommunications transition orders, including service starts, discontinuances, amendments, and modifications using government tracking systems.
- Perform exhaustive quality assurance and quality control (QA/QC) validation checks on all Telecommunication Requests (TRs) to prevent processing stalls or billing errors.
- Contact internal government stakeholders and external service providers directly to ensure all pieces of a technical requirement are clear and aligned prior to migration dates.
- Record all variations, changes, or exceptions to provisioning documents and notify appropriate DISA provisioning elements before and after installation windows.
- Coordinate with commercial telecom vendors and government users to adjust due dates, reschedule tasks, update registries, and report tracking changes to leadership.
- Actively coordinate the scheduling of service installations and cutover windows, participating in installation planning over telephone conference bridges when necessary.
- Issue formal disconnect and discontinue documentation immediately after verifying that a newly transitioned service is fully live and operational with the end-user.
- Track the open status of discontinue orders through to final receipt of notice that the legacy circuit has been completely disconnected by the vendor.
- Update contact logs and provide corrected site info when vendors cannot establish direct contact with the local government user.
Core Data & Technical Domain Capabilities
· Hands-on familiarity with the mechanics of telecommunications circuit provisioning, voice service ordering, or carrier service-desk workflows.
- Functional capacity to process technical documentation such as Status of Action Messages (SAM) and In-Effect Reports (IER) to update internal tracking databases.
- Familiarity or direct exposure to high-volume asset registries or circuit tracking spreadsheets.
- Capability to learn and navigate federal provisioning platform environments; DISA/DITCO will provide specific storefront order entry and TSR software training during the transition seminar.
Governance, Clearance & Government Infrastructure
· Comprehensive discipline in protecting sensitive government files, data assets, proprietary metrics, and Controlled Unclassified Information (CUI) in compliance with DoDI 5200.48.
- Direct experience operating within structured operational rules, tracking compliance indicators, and observing facility security guidelines.
- Strict alignment with defense personnel verification rules, ensuring all task activities conform with Continuous Evaluation criteria within the Defense Information System for Security (DISS).
Preferred Domain Expertise
· Direct incumbent experience supporting the DISA/DITCO Telecommunications Service Support Team (TSST).
- Prior experience utilizing DISA StoreFront, DISA SOrder Entry, or preparing Telecommunications Service Requests (TSRs).
- Familiarity with contract naming standards or terminology tied to federal contract vehicles, including GSA EIS, NETWORX, WITS 3, and Commercial Voice Services (CVS).
