The Defense Sector of Leidos is seeking a Senior Subcontracts Specialist to support our ever-growing Business Areas. We are seeking a motivated self-starter who can work independently and as part of a team in a dynamic environment. Under limited supervision, the Senior Subcontracts Specialist is responsible for activities that span the entire procurement cycle, including but not limited to negotiation of non-disclosure agreements (NDAs) and teaming agreements, preparation of solicitation packages to subcontractors, evaluation of subcontractor proposals, price analysis, negotiation of terms and conditions, subcontract administration, issue resolution, and closeout activities. Subcontracts will primarily be in support of federal programs. This role will require close collaboration with other functions, such as, but not limited to: Contracts, Program Management, Finance, Accounting, Engineering, Manufacturing, Growth and Business Development to ensure the successful execution of the assigned portfolio.
Primary Responsibilities

  • The position requires great business acumen and the demonstration of sound judgement with a high level of ethics
  • Creates moderate to complex RFP solicitations in accordance with Government and Leidos requirements.
  • Negotiates NDA’s and Teaming Agreements
  • Evaluates supplier proposal responses.
  • Conducts price and cost analysis.
  • Negotiates pricing and terms/conditions with subcontractors.
  • Administers subcontracts of various types and complexity
  • Identifies and resolves moderate issues and problems on assigned subcontracts and make recommendations to management
  • Performs subcontract close-out activities.
  • Thorough knowledge of federal subcontracting and experience providing creative solutions to business and program requirements, while ensuring compliance with all prime customer requirements and commitments
  • Lead negotiations and execution of strategic long-term agreements with key suppliers to support supply continuity, affordability, innovation, and long-term procurement savings
  • Collaborate with Contracts, Supply Chain, Business Development, Program Management, Engineering, Manufacturing, Finance, and other stakeholders to integrate supplier strategies early in capture, proposal, and program lifecycles
  • Identify and mitigate complex issues or risks for the managed subcontract portfolio
  • Translate supplier data into executive-ready insights, recommendations, and action plans that enable measurable savings, stronger supplier performance, improved compliance, and reduced Sector risk

Basic Qualifications

  • Requires a Bachelor’s degree or equivalent experience and 4+ years or prior relevant experience or Master’s degree with 2+ years of prior relevant experience. Generally, has 2+ years of experience supervising or leading teams or projects. Equivalent experience may be considered in-lieu of a degree.
  • Experience awarding and managing subcontracts in a government approved purchasing system (CPSR) including an advanced knowledge of the requirements of the FAR/DFARS, other Federal agency requirements and small business participation.
  • Successful background of using negotiating skills to maximize organizational return, minimize risk, improve price, and terms and conditions position
  • Successful track record of managing a variety of subcontract types, interfacing with internal customers, other functional support staff, and suppliers
  • Experience independently leading the subcontracts portion of proposal efforts
  • Must have the organizational skills to manage concurrent projects and possess the business acumen to appropriately prioritize actions and deal effectively with subcontract management issues of varying degrees of complexity
  • Must be able to clearly communicate, including presenting status updates and issues to senior management, internal partners, and suppliers
  • Able to obtain and maintain a US DoW security clearance.
  • Must be a US citizen

Preferred Qualifications

  • Experience supporting Department of Defense and Federal programs, programs of record, capture pursuits, proposal development for large government acquisitions in the Defense/Aerospace industry.
  • Working knowledge of CPSR compliance, NIST SP 800-171, and cyber/supplier readiness requirements.
  • Knowledge of Lean, Six Sigma, or similar process improvement methodologies.
  • CPSM, CPC, CFCM, ISM, APICS, PMI PMP, or other relevant professional certification.
  • Experience working with RF, electronic warfare, missile, radar, SATCOM, aviation, space, manufacturing, or advanced defense technology supply chains.
  • Experience building strong supplier relationships that can be leveraged to assist in future issue resolution
  • Experience supervising or leading a team(s)
  • Working experience with ERP systems, ideally Deltek Costpoint and other procurement systems (ex. ivalua)
