Job Summary
We are seeking a Senior Data Analyst to support the Community Care Program Integrity (CCPI) initiative within the Department of Veterans Affairs (VA), providing advanced analytics capabilities across operational reporting, pilot data management, and KPI monitoring in a large-scale federal healthcare environment. In this role, you will serve as the primary analytics subject matter expert, performing SQL-based querying, structured data extraction, data validation, and data quality activities across VA enterprise data environments including the Corporate Data Warehouse (CDW) and related VHA systems. Your work will directly support evaluation teams and program leadership in measuring the effectiveness of VA Community Care programs that serve our nation's Veterans. The ideal candidate is a self-directed, detail-oriented data professional who thrives in complex, multi-stakeholder federal healthcare environments and can translate large, disparate datasets into clear, actionable operational insights. You are equally comfortable writing complex SQL queries and presenting KPI dashboards to program leadership, and you take pride in data accuracy and integrity.
Primary Responsibilities
Serve as the primary analytics subject matter expert for CCPI operational reporting, delivering timely, accurate, and decision-ready data products to program leadership and evaluation stakeholders. Design, develop, and execute complex SQL queries to extract, transform, and validate structured data from VA enterprise data environments, including the Corporate Data Warehouse (CDW) and related VHA systems. Develop, maintain, and continuously improve KPI monitoring frameworks and interactive dashboards using tools such as Power BI, Tableau, or VSSC to support CCPI program performance tracking and evaluation activities. Support CCPI pilot data management activities, including data environment setup, ongoing technical data support, data quality audits, and coordination with evaluation teams to ensure analytical readiness throughout the program lifecycle. Perform systematic data quality assessments, identify anomalies or integrity issues across integrated data platforms, and implement or recommend remediation strategies to ensure the reliability of reporting outputs. Collaborate with cross-functional program, clinical, and technical teams to define data requirements, document analytical methodologies, and produce written reports, data dictionaries, and technical documentation in accordance with federal contracting and VA standards.
Minimum Qualifications
8+ years of hands-on experience in data analysis, SQL-based querying, data extraction, operational reporting, and KPI development within large-scale enterprise analytics environments or comparable integrated data platforms. Bachelor's degree (BA/BS) in Data Science, Information Systems, Computer Science, Statistics, Healthcare Informatics, or a related field required; note that 4 years of additional qualifying experience may be substituted for the degree requirement. Demonstrated experience supporting VA, VHA, DoD, or comparable large-scale federal healthcare agency analytics programs, with familiarity with healthcare data structures, clinical workflows, and program integrity or community care environments. Ability to obtain and maintain VA network access and applicable system authorizations (e.g., PIV credentialing, VA system access agreements); must be able to pass a VA background investigation and meet federal suitability requirements. Must be authorized to work in the United States; this position does not offer visa sponsorship. Proficiency in at least one enterprise reporting or business intelligence platform (e.g., Power BI, Tableau, Summit Data Platform, VSSC, Azure Government, or Databricks) with demonstrated ability to build and maintain operational dashboards and automated reporting pipelines.
Desired Qualifications
- Demonstrated hands-on knowledge of VHA-specific data systems including CDW, VistA, VSSC, RAMP, PTF (MedSAS), MCA System, PCMM, and/or NPCD, with the ability to navigate and extract data across multiple integrated VA platforms. • Experience working within Azure Government Cloud or Databricks environments for large-scale healthcare data processing, transformation, or analytics pipeline development. • Prior experience supporting VA Community Care, program integrity, or value-based care analytics initiatives with exposure to CCPI or related VHA operational programs. • Familiarity with federal data governance standards, VA data management policies, and applicable healthcare data privacy regulations including HIPAA and the Privacy Act. • Experience developing evaluation data support frameworks, including defining analytic requirements with non-technical stakeholders and producing structured documentation such as data dictionaries, methodology briefs, or evaluation design support materials.
