This role provides a full range of refrigerant management technical services in support of ORNL facilities and operations, including regulatory interpretation, equipment and refrigerant inventory management, leak and service record review, disposal and recovery oversight, reporting, replacement planning for aging equipment, and implementation of applicable SBMS procedures. The position routinely coordinates across maintenance, engineering, operations, project teams, and environmental compliance staff, and may lead small to medium projects related to refrigerant compliance program improvement, equipment tracking, and regulatory reporting processes.

This position resides in the Facilities Management Division at Oak Ridge National Laboratory (ORNL).

**Major Duties/Responsibilities:**

- Independently support and implement ORNL’s Stratospheric Ozone Protection and refrigerant management program in accordance with site requirements and applicable federal regulations, including 40 CFR Part 82 and 40 CFR Part 84.
- Resolve a variety of moderately complex to complex technical compliance issues involving refrigerant use, recordkeeping, leak tracking, recovery, disposal, equipment status, and regulatory applicability.
- Serve as a technical point of contact for refrigerant and ODS/HFC management issues for facility owners, HVAC/R technicians, maintenance personnel, engineering staff, and project teams.
- Work closely with ORNL EPSD and other stakeholders to ensure consistency, accuracy, and completeness of refrigerant-related data, documentation, and compliance records across the site.
- Maintain and improve refrigerant-containing equipment inventories, including equipment containing ODS and high global warming potential refrigerants, to support compliance management, lifecycle planning, and replacement prioritization.
- Analyze equipment condition, refrigerant type, service history, leak data, and regulatory risk to help prioritize replacement of aging or high-risk equipment.
- Prepare, compile, and submit required regulatory reports and internal summaries, including chronically leaking appliance reports, refrigerant usage summaries, and DOE-requested information.
- Oversee or coordinate refrigerant recovery, recycling, reclamation, and disposal activities to ensure compliance with regulatory and institutional requirements.
