Responsibilities
The Regional Manager, Operator Excellence Training, provides regional leadership and accountability for the consistent execution, quality, compliance, and continuous improvement of operator training across multiple divisions. In collaboration with regional and division leadership, this role oversees training strategy, instructor capability, compliance, budget performance, operational improvement, and enterprise training implementation.
Responsibilities:

  • Lead regional implementation, standardization, and continuous improvement of the Operator Excellence Training program and other assigned enterprise training initiatives, ensuring consistent use of approved curricula, standards, technology, and processes.
  • Partner with Regional Safety Directors, Regional Vice Presidents, General Managers, division safety and operations leaders, Finance, and Corporate Training to establish priorities, strengthen training effectiveness, resolve barriers, and support startups, transitions, vacancies, and high-priority divisions.
  • Manage instructor certification, recertification, qualification, assessment, coaching, and train-the-trainer processes while building sustainable classroom and Behind-the-Wheel training capability across assigned divisions.
  • Ensure training compliance, documentation accuracy, record completeness, and audit readiness through ongoing monitoring, validation, corrective action, and oversight of OET, ELDT, Training Provider Registry, required evaluations, refresher training, and related training requirements.
  • Conduct division assessments and audits to validate instructional quality, program execution, instructor performance, training resources, regulatory and client compliance, and completion of required corrective actions.
  • Review and approve regional training budgets, validate staffing and operating assumptions, monitor actual performance and material variances, and coordinate corrective action or reforecasting with division, regional, and finance leaders.
  • Analyze training, safety, compliance, operational, and financial performance metrics to identify risk trends, training gaps, and improvement opportunities, and develop data-driven recommendations and targeted interventions across assigned regions.
  • Monitor the effectiveness of training interventions and enterprise initiatives to determine whether they produce measurable and sustained improvement, and ensure outcomes and completion evidence are appropriately documented.
  • Prepare and present regional performance reporting, executive summaries, scorecards, and recommendations to support operational and strategic decision-making.
  • Coach division leaders to establish sustainable accountability for training assignment, delivery, documentation, review, and follow-up without shifting ongoing division-owned responsibilities to the RTM.
  • Serve as the training subject-matter expert for client requests, RFPs, audits, bids, startups, transitions, specialized programs, curriculum requirements, and approved external training documentation.
  • Provide regional field leadership through strategic division travel, cross-functional partnership, risk escalation, certification, coaching, assessment, and after-hours coordination when critical training or operational issues require support.

Role Scope:
This position carries multi-division regional accountability, extensive travel, material training-budget oversight, enterprise program governance, instructor-certification authority, compliance and audit-readiness responsibilities, cross-functional leadership, and responsibility for validating and improving training execution across multiple operating environments.

  • Demonstrates and promotes ethical behavior through adherence to policies, procedures, and professional standards of conduct.
  • Defines standards for services and work processes and holds appropriate leaders accountable for achieving those standards.
  • Communicates complex training, compliance, budget, and risk information clearly in business writing, conversations, presentations, and executive discussions.
  • Builds collaborative relationships across Operations, Safety, Finance, Human Resources, clients, and other internal and external stakeholders.
  • Uses source data to validate concerns, establish priorities, and develop practical recommendations.
  • Exercises sound judgment when balancing travel, urgent support, compliance exposure, financial accountability, and competing regional needs.
  • Drives results while developing sustainable division capability and maintaining clear ownership boundaries.

Qualifications
Talent Requirements:

  • Bachelor’s degree or an equivalent combination of education and directly relevant experience.
  • Five or more years of progressively responsible experience in transit, transportation, safety, operations training, learning and development, or a related field.
  • Demonstrated experience leading training programs across multiple locations, business units, or a comparable distributed operating environment.
  • Experience with instructor qualification, training quality assurance, compliance documentation, program assessment, and corrective-action follow-through.
  • Demonstrated ability to interpret performance data, manage competing priorities, develop recommendations, and communicate with operational and executive leaders.
  • Proficiency with Microsoft Word, Excel, PowerPoint, Outlook, Teams, and data/reporting platforms used to monitor training execution.
  • Ability and willingness to travel extensively and provide after-hours support when business needs require coordination.
  • Experience in public transit, passenger transportation, fleet operations, or another safety-sensitive regulated environment preferred.
  • Bilingual English/Spanish capability is an asset.
