Program Director - FEMA PA
Location: Remote — must be able to travel nationally to support federal program delivery and client engagement.
Position Summary
This Program Director will build and lead ICF's Federal Portfolio within the Public Assistance & Recovery Service Line, holding overall accountability for the cost, schedule, and performance of the programs within the portfolio. This is a balanced growth-and-delivery role: the successful candidate will ensure that all work is completed correctly and in a timely manner, monitor how programs are progressing, and report status and details to the federal client — while simultaneously growing the federal book of business through capture strategy, teaming, and pipeline development. The role carries full profit-and-loss responsibility for the portfolio and leads the program managers and delivery teams supporting federal work.
Key Responsibilities
Business Development & Market Growth
- Grow and lead ICF's federal Public Assistance & Recovery presence, developing and executing a federal capture strategy in partnership with the Senior Director, Public Assistance & Recovery.
- Build senior relationships with federal clients, prime contractors, and teaming partners across the disaster recovery market.
- Develop and manage a qualified pipeline of federal pursuits, mapping target opportunities and shaping teaming approaches.
- Represent ICF at federal industry days, disaster recovery conferences, and client engagements to build brand presence in the federal market.
Proposal Management
- Lead proposal development and submission for federal pursuits — assembling capture teams, coordinating technical volumes with program managers and subject matter experts, and owning solicitation compliance and schedule.
- Own go/no-go decisions on federal pursuits; escalate large or strategic opportunities to the Senior Director.
Portfolio & Delivery Oversight
- Own portfolio profit-and-loss; oversee scope, schedule, and budget delivery across awarded engagements, applying disciplined cost control and budgeting.
- Hold overall accountability for the cost, schedule, and performance of the programs within the portfolio, ensuring all work is completed correctly and in a timely manner.
- Monitor how programs and projects are progressing, actively manage risk, and report status and details to the client.
- Manage and mentor the program managers and delivery teams supporting the portfolio; hold delivery to FEMA compliance and quality standards.
- Own staffing and utilization planning as the federal book of business grows.
Federal Key Personnel Readiness
- Serve as, or be readily proposable as, the named Program Manager Key Personnel on FEMA task-order contracts, accountable for the overall cost, schedule, and performance of assigned programs.
- Serve as one of the contractor's primary points of contact when interfacing with the federal client on contract-related issues, alongside the Deputy Program Manager.
- Maintain availability to the federal client on a 24-hour/7-day basis and for recurring government meetings, including weekly or quarterly performance assessment meetings, consistent with contract Key Personnel requirements.
Required Qualifications
- Bachelor's degree in business, management, or a related technical discipline.
- 15+ years of overall program management experience, including demonstrated experience serving as Program Manager on multiple projects of comparable magnitude and complexity to a large federal task-order contract (e.g., FEMA PA-TAC), and including 8+ years specifically in FEMA Public Assistance program delivery, disaster recovery consulting, or related federal business development.
- 3+ years of experience in Business Development activities.
- Demonstrated experience building new business and federal market presence, with a track record of capture wins and pipeline development in the public sector.
- Experience working within FEMA Public Assistance Program (Stafford Act, 44 CFR Part 206, PAPPG) and the disaster recovery grant funding lifecycle.
- Availability to the federal client on a 24-hour/7-day basis during activations.
- Ability to commit to an assigned contract/task order for a minimum of six (6) months following award.
- Willingness to travel extensively across the assigned regions.
Preferred Qualifications
- Hands-on disaster operations experience.
- Project Management Professional (PMP) certification.
- Excellent written and verbal communication skills.
- High-level management and leadership skills, with executive-level presence and the judgment to set direction and hold teams accountable.
- Ability to both lead and function as a member of a team.
- Excellent written and oral communication skills.
- Highly organized and detail-driven, with demonstrated attention to detail, strong organizational skills, and the ability to multi-task and remain composed under pressure.
- Strong conflict resolution and problem-solving skills, including risk management.
- Strong command of budgeting and cost control across a portfolio.
- Teamwork and motivational skills; a collaborative leader who builds cohesive teams and keeps people engaged.
