ROLE OVERVIEW
California's energy code requires a third-party field verification step, a HERS or ECC test, for most HVAC permits. It's a fragmented, manual, and under-served market. PermitFlow is entering it.
We're looking for someone who has run a HERS/ECC operation before. This role isn't for a field technician; it's for an operator who understands the rater market, knows the unit economics, has relationships with raters across California, and can build a statewide network from the ground up. This is the first hire in this function, reporting directly to the COO.
WHAT YOU'LL DO
- Build and own the statewide ECC-Rater network. Contract 2+ qualified rater firms across all major CA metros (LA/Orange County, San Diego, Bay Area, Sacramento/Central Valley, Inland Empire). Set commercial terms, SLAs, capacity commitments, and offboarding criteria.
- Own Provider relationships. Manage PermitFlow's relationships with all three CA ECC Provider registries: CHEERS and Golden State Registry (GSR). These are the credentialing and oversight bodies for every rater in the network.
- Build and run the QA program. Credential verification, E&O insurance review, pass rate tracking, SLA auditing, and rater performance scorecards. Hold or hire 1-2 certified ECC-Raters for technical and QA standards.
- Be the technical voice in enterprise sales. Join calls with large HVAC customers where HERS/ECC capability is a key decision factor. You're the reason a customer believes PermitFlow can execute at volume.
- Monitor the HERS-to-ECC transition. California's HERS program officially became the Energy Code Compliance (ECC) program in January 2026. You stay on top of Title 20 rulemaking and what it means for our network and operations.
- Evaluate strategic options. Including potential acquisition targets where acquiring a rater firm accelerates coverage.
WHAT WE'RE LOOKING FOR
- HERS/ECC operator: You've run a permit + HERS/ECC + rebate operation, not as a field technician, but as the person responsible for the network, the workflow, and the results. You understand what drives pass rates, SLA performance, and rater economics.
- CA market native: You have real relationships in the CA rater market. You know who the raters are in Sacramento, the Bay Area, LA, and San Diego. You can get on the phone with CHEERS (and others) and get things done.
- Network builder: You've built or managed a multi-vendor, multi-metro network of inspectors or raters. You know how to vet, contract, and if necessary, off-board a partner.
- Builder orientation: There is no inherited infrastructure here. You're writing the playbook, setting the QA bar, designing the vendor contracts, and deciding who's in the network. You've done this before and you're good at it.
- Technical credibility in customer conversations: You can sit across from a VP of Operations at a large HVAC company and speak with authority about HERS/ECC testing workflows, rater capacity, and what makes a compliant inspection. This is not a sales role, but your presence on a call needs to close the credibility gap.
