As **Advisor II, Cost Controls**, you will provide cost analysis, forecasting, budgeting, and reporting support that helps Midstream operations and program teams make sound financial decisions. Partnering closely with area leadership and Financial Planning & Analysis (FP&A), you will explain financial performance, sharpen forecast quality, support funding decisions, and strengthen cost-management practices across the business.

You will apply strong financial acumen and business insight to connect financial results to day-to-day operational activity, translating complex and sometimes competing information into clear, practical guidance for leaders and field teams. This role offers the opportunity to influence cost settlement and resettlement, joint-venture reporting, Anaplan planning, and major-maintenance governance for a critical part of Phillips 66's Midstream business.

**What You'll Do**

- Lead monthly cost and forecast reviews with area managers, analyzing trends against budget, burn rate, and historical performance, and updating forecasts as conditions change.
- Review accrual thresholds and provide guidance on cost settlement and resettlement activities.
- Support regional reviews with FP&A and prepare clear, decision-ready reporting for leadership.
- Prepare joint-venture reports and presentations, serving as a subject-matter resource for related operating agreements and cost reporting.
- Analyze actuals, forecasts, budgets, and prior-period results — including unusual transactions, blanket work-order spend, equipment, materials, vendors, initiatives, inflation, contracting activity, and cost per unit — to collect and analyze the data trends that inform decision-making.
- Identify the operational drivers behind variances and perform multi-year, cross-region analysis for major-maintenance and program spend, working through complex and sometimes contradictory information to reach sound conclusions.
- Partner with FP&A to provide budget guidance, review submissions with Midstream Operations Leadership Team budget owners, consolidate bottom-up budgets, estimate and manage costs within budget, support funding decisions, and facilitate approved reallocations.
- Support long-range planning, annual assessments, and distribution updates.
- Serve as an Anaplan and cost-management tools subject-matter expert, systematically estimating, allocating, and controlling costs while providing user training to the broader team.
- Provide analytical support for growth initiatives, acquisitions, and major-maintenance governance, staying attuned to business and industry changes that affect Midstream's goals.

**What You'll Bring - Required**

- Legally authorized to work in the United States
- Bachelor's degree or higher in Finance, Accounting, or Data Analytics
- 3 or more years of experience in cost analysis, budgeting, forecasting, and financial reporting
- Intermediate proficiency in SAP and Microsoft Office, with the ability to collect, analyze, and report on operational and project costs to reveal true cost drivers

**What Makes You Stand Out - Preferred**

- Previous experience supporting maintenance, reliability, operations, or other asset-intensive environments
- Anaplan or comparable planning and forecasting tool experience
- Exposure to joint-venture reporting and accounting
- Experience working with Midstream assets and processes
- Ability to use Artificial Intelligence to create insights

**Compensation Range**

This position has a base salary range of $108,900 - $133,100.

Where a candidate offer falls within the posted range depends on the candidate's experience, skills, and alignment with the role’s requirements. **Midstream**

The Phillips 66 Midstream business is a safe, reliable, and trusted provider for the movement, storage, gathering, and processing of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 70,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. Our capabilities include extensive natural gas gathering and processing operations, enhancing our wellhead-to-market strategy. We also provide the connectivity between the various Phillips 66 business units.
